Release of the Draft Guidelines for the Preparation of the Environmental Impact Statement regarding the Bruce Power new Nuclear Power Plant Project April 04, 2008 The Canadian Environmental Assessment Agency (the "Agency") and the Canadian Nuclear Safety Commission (The CNSC) released its Draft Guidelines for the Preparation of the Environmental Impact Statement for the Bruce Power's proposal for the site preparation, and the construction, operation, decommissioning and abandonment of up to four new nuclear reactors at the existing Bruce Nuclear Site (the "Bruce Power new Nuclear Power Plant Project"). The proposed Guidelines would require alternative designs to be considered as part of the alternative means for carrying out the project , as well as alternatives to the project which are described as " other technically and economically feasible methods of producing electricity ..that are within the control and/or interests of Bruce Power ." The Guidelines explicitly exclude however , provincial energy policy. The Agency and the Commission also released the draft Joint Review Panel agreement which provides a proposed time frame and procedure for conducting the environmental assesment and review panel hearing . There will be 3 members for each Panel - two appointed by the President of the CNSC and one appointed by the Minister of the Environment who will also serve as a temporary CNSC member . The Minister and the President of the CNSC must each give their respective approval to the other's selection. The Bruce Power new Nuclear Power Plant Project's is expected to generate approximately 4,000 megawatts of electricity to the Ontario grid.
